CHINESE Government promised United States' Minister some time ago that Chinese Delegate on the Whangpoo Conservancy Board should be appointed as soon as the new Viceroy of Nanking arrived at his post.

Viceroy should now have reached Nanking and Minister is asking Wai-wu Pu to execute their promise and proceed with appointment.
